The main purposes of creation of the MCC are:
• popularization and development of the best traditions of Russian musical and vocal performing schools;
• the formation of cultural values of the younger generation;
• development and realization of programs and projects refer to the preservation and development of cultural heritage and the formation of a cultural environment in the Kaliningrad region;

Types of activities:
- musical enlightenment;
- carrying out of contests, festivals;
- individual lessons in vocals (academic);
- organization and carrying out of concerts, master classes;
- printing of books and music books;
- a complete set of video and audio archives;
- carrying out of one-time and long-term scholarship and grant programs;
- Support of gifted children, students and art masters;
The most important projects of the MCC are holding an international vocal contest "Amber Nightingale", a creative project "Literary musical solyanka" (10 programs), the establishment of scholarships for gifted children of music schools, master classes for students in Kaliningrad music schools and the region, master classes in the cities of Russia and abroad.
